Neem and Serenade same time?

Can i apply Neem oil/insecticide soap and Serenade at the same time? What about the following week applying Neem oil/insecticide soap with Bonide Cu? and perhaps a weak CL2 spray in between? I seem to have various things going at once.

I've done it,seems to work but I have no idea if it's actually working.
I often mix neem or serenade with kelp.

I think NEEM has oil in it and so it coats the leaves. That is how basically oil - based stuff works. They also have something made wit sesame seed oil.
I would not personally mix oil based with other stuff but rather alternate.
