Default Sprouting Carrots

So what is the secret to getting carrots to sprout? Tried the plank on top of the seeds with marginal success. Suggestion please

For my fall carrots this year, after sowing I placed white 40% shade cloth directly on top of the soil and soaked the bed well. The seed rows are slightly depressed, like troughs, and the carrots are up in only 5 days. I started lettuce and beets the same way w/o any problems.

Quality seed and correct moisture.
