Default Bugs and Citronella or Sandlewood

Citronella and Sandlewood are supposed to keep the mosquitos at bay. Citronella has failed for anything that bites me and there are not any mosquitos even with a swamp thanks to the dragon flies I guess. My real question is, with all the bugs our tomatoes seem to get does citronella or sandlewood help with any the bugs that seem to plague tomatoes? or does anyone know?
