Default Shipping to Japan

Does anyone have experience or advice for shipping tomato seed to Japan?

When I was selling garden seeds on Ebay for a few months last year, one of my customers was in Japan. I shipped it the same way as any other international order, bubble envelope, contents identified on the customs form as "certified garden seed, small packets." I didn't sell any tomato seeds last year; this was corn seed. But this USPS page lists no particular restrictions on seeds or plants:

I'm in Japan and haven't had any issues receiving seed here over the past 10+ years. I've even ordered some seed that may have been questionable (castor beans, hemlock etc). I've found that they are EXTREMELY lax when it comes to imports.
