Fertilizing after mulching

I spread some pine bark mulch in my garden and now I would like to fertilize. Do you move the mulch out of the way to spread the fertilizer granules on the dirt, or can you just sift some on top of the mulch?

That is why I use liquid - Texas Tomato Fert.

I heavily mulch my tomato plants because of the heat and it saves on watering down here. I used to move it aside and that quickly became tiring so I switched to liquid fertilizers. I first used Miracle Grow, kelp, fish and finally I think I have found the one, Texas Tomato Food. I just use an Ortho dial sprayer and set it for the right amount and just soak the area under the tomato plant. It takes a little time when fertilizing over 50 plants but nothing like the effort involved with moving the mulch, scratching it in and then watering.

Usually I have my soil in good shape and not much fertilizer is needed in the soil. When my plants need a boost I use a foliar spray.
