Default Stem mummified???



Saw this recently among the new transplants, the top of it was really wilted but there was nothing else off about the top, the bottom of the stem as can be seen looks like it was mummified. It wasn't mushy at all and the roots were healthly. Kinda wondering what this was

This looks like damping off disease.
