Plastic mulch

Hello Kind Folks,
Can you recommend an informative thread, website or extension agency document about growing tomatoes with plastic mulch? I know its out there, but I'm having trouble weeding through the mountainous search results.

I have been given (again) a 25ft row in a community garden of sorts. I plan to grow tomatoes mostly and use plastic mulch with straw on top and a soaker hose or two underneath. I'm interested to know how to fertilize and lime such a thing. Advice is very welcome.
